The blue covered part of this pedestrian bridge is a escalator; it encourages more people to cross the road through the bridge and it also helps children, old and disabled people to ascend/descend the stairs. Thanks guys in the Transportation & Traffic Department of the city! It's really helpful in this crowded crossroad!
